What Is HACCP?
HACCP --- Hazard Analysis Critical Control Points --- is an internationally recognised food safety management system. It's the gold standard, required by EU/UK law for ALL food businesses as the foundation of their food safety procedures. It's a systematic, science-based approach that identifies hazards in your food production process and establishes controls to prevent them from causing harm.
Implementing full HACCP means working through seven principles: conducting a hazard analysis of every step in your process (from receiving ingredients to serving food), identifying the Critical Control Points where hazards must be controlled, establishing critical limits for each CCP (e.g., cooking to 75°C), setting up monitoring procedures, defining corrective actions when limits are breached, establishing verification procedures to confirm the system works, and maintaining comprehensive records of everything. It's thorough, rigorous, and effective --- but it also requires significant expertise to implement correctly.
What Is SFBB?
Safer Food Better Business (SFBB) is the Food Standards Agency's simplified, practical version of HACCP, designed specifically for small UK food businesses. It IS HACCP-based --- it follows the same principles and satisfies the same legal requirements --- but the FSA has done the heavy lifting for you. Instead of asking you to identify hazards, establish critical limits, and design monitoring procedures from scratch, SFBB provides a pre-built system that you follow.
Think of it this way: HACCP is like being told "build a food safety system" and being given the engineering principles. SFBB is like being handed a complete, ready-to-use food safety system with instructions. Both achieve the same outcome --- legal compliance and safe food --- but one requires you to be the expert, and the other was designed by experts for non-experts to use.
Key insight: Full HACCP requires you to be a food safety expert. SFBB was designed because the FSA realised most small business owners aren't. It's the same legal standard, made practical.

SFBB — The Simplified System
The FSA built the system for you
The hazard analysis is done. The safe methods are written. The monitoring procedures are laid out. You follow the pack — you don't design it.
Designed for non-experts
You don't need formal HACCP training to use SFBB. It's written in plain English with checklists, tables, and practical examples from real food businesses.
Sufficient for most small businesses
Cafes, restaurants, takeaways, pubs, childminders, care homes, retailers, delis, bakeries, and market stalls — the FSA designed SFBB specifically for these operations.
UK-specific
SFBB is an FSA initiative. It satisfies UK law but isn't an international standard. If you export or supply internationally, you may need HACCP documentation alongside SFBB.
Who Needs Full HACCP?
If your business falls into one of these categories, you likely need full HACCP rather than SFBB:
- Food manufacturers. If you produce packaged food for retail sale --- sauces, baked goods, ready meals, preserves --- you need HACCP. Your processes are industrial-scale, and the hazard analysis must reflect that.
- Large-scale processors. Central production kitchens supplying multiple outlets, abattoirs, dairies, and any operation processing significant volumes of food need the rigour of full HACCP.
- Businesses with complex processes. If your production involves multiple stages with distinct hazards at each --- cooking, cooling, portioning, packing, freezing, distributing --- the simplified SFBB structure may not capture every control point adequately.
- Exporters and major retail suppliers. If you supply supermarkets or export food, your buyers will almost certainly require HACCP documentation. SFBB alone won't satisfy a supermarket technical audit.
Who Can Use SFBB?
SFBB is designed for --- and works well for --- the vast majority of small food businesses in the UK. The FSA created specific versions of the SFBB pack for different sectors, each tailored to the risks and workflows of that business type:

The Legal Position: Does an EHO Accept SFBB?
This is the question that matters most to business owners, and the answer is clear: yes. Both SFBB and full HACCP satisfy UK food safety law. SFBB is explicitly described by the FSA as "HACCP-based" --- it follows the same seven principles, just in a format that's accessible to small businesses. An Environmental Health Officer will accept either system during an inspection. They are not checking whether you've written a 40-page hazard analysis; they are checking whether you have a documented food safety management system that you actually follow.
In practice, for the typical small UK food business --- a cafe, a takeaway, a pub kitchen, a deli counter --- an EHO expects to see SFBB records. Many EHOs actively prefer SFBB because they know it's designed for the business's scale, and they can assess compliance quickly against a familiar, standardised format. Presenting a complex, self-authored HACCP plan that you clearly don't understand or follow will do more harm than good.
